Pick the base second: Taghazout if surfing is the point, Tamraght if you want quieter and a gentler beach, Agadir if the flight lands late or the week is only partly about surf. Board and level come third, since they change which spots suit and whether a rental makes more sense than flying your own. Only then lock the transfer, because it depends on the landing hour and the base you chose.
